Greece: two new Ministerial Decisions satisfy some of the PV sector demands regarding the uplift of certain legal-administrative barriers
The Ministry of Environment, Energy and Climate Change signed two new Ministerial Decisions on August 25th. These new decisions satisfy some of the PV sector demands regarding the uplift of certain legal-administrative barriers.
1. Rooftop systems up to 100 kWp will now follow a one-stop-shop procedure, as the only step needed now is an application to the Grid Operator with a notification for commencing the project. Until now, a license for small scale works issued by the local urban planning authorities was also needed. The abolishment of the extra license step is in line with EU RES Directive (2009/28/EC) which foresees that authorization of small projects can be done through a notification instead of the normal permitting procedure.
2. Applications previously excluded (such as facades, louvers, warehouses, parking lots) are now feasible in the residential sector.
3. PV systems on historical buildings (which were practically impossible under the previous regime) are now allowed under a special authorization procedure (the consent of the Urban Planning and Architectural Control Committee is needed).
