1st European Workshop, 22nd September 2009, Hamburg, Germany
On 22 September 2009, the first PV LEGAL workshop was organised in the frame of the 24th EU PVSEC in Hamburg.
The event gathered over 80 participants. It was moderated by Winfried Hoffmann, EPIA President. The workshop was the occasion to publicly present the project and focus in particular on legal-administrative barriers for PV systems in the light of the current preparation of the National Renewable Energy Action Plans by national governments.
Eleni Despotou, EPIA Policy Director, presented the new Renewable Energy Directive which will have to be implemented in the 27 European national legal frameworks by the end of 2010. In particular, Member States will have to notify their National Renewable Energy Action Plans to the European Commission by June 2010.
Thomas Chrometzka, of BSW-Solar, PV LEGAL coordinator, presented the project and its main expected outcomes.
National project partners presented the status of administrative barriers in their country and an update on the adoption process of the National Renewable Energy Action Plans. For more details on each country, see the individual presentations below.
Adel El Gammal, EPIA Secretary General, presented the new PV Observatory initiative. By providing harmonized and exhaustive market and policy data, it aims at improving market transparency and sustainability in the long term.
